Community Process

Redevelopment of the Wisconsin Avenue site has been in the planning stages since 2000. What began with a simple goal to enlarge the existing GIANT supermarket has evolved into a commitment for a neighborhood scale mixed-use development of benefit to the community at-large.

On May 16, 2008, The Stop & Shop Supermarket Co. submitted an application to the District of Columbia Zoning Commission for review and approval of a Planned Unit Development (PUD) and Zoning Map Amendment.

On July 21, 2008, The Stop & Shop Supermarket Co. submitted a revised site plan and building elevations in response to comments and feedback from the Office of Planning and the community.

On July 28, 2008, the Zoning Commission voted unanimously to set the application down for hearing.

On October 24, 2008, The Stop & Shop Supermarket Co. submitted a pre-hearing submission to the Zoning Commission for review and approval of a Planned Unit Development and Zoning Map Amendment.

The Office of Zoning held a series of public hearings for the Wisconsin Avenue Giant PUD on:

On June 8, 2009, The Zoning Commission voted 4-0-1 to approve the Wisconsin Avenue Giant PUD and Zoning Map Amendment application.

On July 13, 2009, the Zoning Commission took final action, reaffirming its preliminary decision, approving the Wisconsin Avenue Giant PUD and Zoning Map Amendment application 4-0-1.  We anticipate that the Final Order will be published in the fall.

On August 14, 2009, the Zoning Commission’s Final Order approving the Wisconsin Avenue Giant Planned Unit Development and Zoning Map Amendment was published.

On August 20, 2009, Giant filed a motion for reconsideration of the Order to address the concern that Condition 16 of the Order was vague and unenforceable.

In September 2009, an appeal of the DC Zoning Commission’s decision was filed by members of the community. This is subject to a judicial process that will likely take two or more years to complete. The filing of the appeal was not unexpected given the intensity of opposition expressed by a group of opponents. Giant believes, however, that the Commission’s decision properly addressed the contested legal and factual issues and reflects the input and expectations of the majority of the community. Giant and a large number of Cleveland Park residents and leaders have invested a considerable amount of time and effort in the redevelopment of the Wisconsin Avenue Giant, and Giant remains committed to this project.

On October 1, 2009, the Zoning Commission considered Giant’s motion for reconsideration of Condition 16.

On October 19, 2009, the Zoning Commission granted the motion for reconsideration and voted 4-0-1 to approve modifications to Conditions 8b and 16 of the Order.

On February 19, 2010, the Zoning Commission’s Final Order amending Conditions 8b and 16 was published.
